1） The IEC （International Electrotechnical Commission） is a worldwide organization for standardization comprising all national electrotechnical committees （IEC National Committees）。 The object of the IEC is to promote international co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and in addition to other activities， the IEC publishes International Standards. Their preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with may participate in this preparatory work. International， governmental and non-governmental organizations liaising with the IEC also participate in this preparation. The IEC collaborates closely with the International Organization for Standardization （ISO） in accordance with conditions determined by agreement between the two organizations. 國際電工委員會是由各國家電工委員會（IEC國家委員會）組成的世界性標準化組織，其目的是促進電工電子領域標準化問題的國際合作。為此目的，除其它活動外，IEC發布國際標準。國際標準的制定/撰寫由技術委員會承擔，對所涉及內容關切的任何IEC（成員的）國家委員會均可參加標準的制定工作，與IEC有聯系的任何國際、政府和非官方組織也可以參加國際標準的制定。IEC與國際標準化組織ISO根據兩組織間協商確定的條件保持密切的合作關系。 2） The formal decisions or agreements of the IEC on technical matters express， as nearly as possible， an international consensus of opinion on the relevant subjects since each technical committee has representation from all interested National Committees. IEC在技術問題上的正式決議或協議，是由對這些問題特別關切的國家委員會參加的技術委員會制定的，對所涉及的問題盡可能地代表了國際上的一致意見。 3） The documents produced have the form of recommendations for international use and are published in the form of standards， technical reports or guides and they are accepted by the National Committees in that sense. 這些決議或協議以標準、技術報告或導則的形式發布，以推薦的形式供國際上使用，并在此意義上，為各國家委員會所認可。 4） In order to promote international unification， IEC National Committees undertake to apply IEC International Standards transparently to the maximum extent possible in their national and regional standards.
